The Act of delinquency  - A SOCIOLOGICAL VIEW!

The criminologist E. Glover in "The Roots of Crime," indicates that the individual delinquency due to being a domesticated animal that would have an innate wild nature and development of the crime, is a direct result of their socialization mitigated. Crime is a social fact as complex as is the human being. Crime is an exclusively social evil that is in one of its nuances, public policy uncommitted to the social and the real desire to actually change the situation, preferring legislative workarounds, such as reducing the criminal minority.

 Much of ergastulados in our times who spend a lot more time than they should, detention pending trial, in some cases due to unusual facts and crimes of minor, passing over of the Criminal Procedure Code with the already known, tirelessly and mostly misused of public policy, they are treated like animals and lose their dignity because of the poor condition of public jails and prisons of the Brasilis Land, suffering punishment before conviction. 

What would be the solution? The criminal absenteeism? No! Obviously this does not help! It is not weakening or destroying or inhibiting the punishment that will solve. What is needed is a joint criminal policy with serious strategies along with criminal dogmatic and criminology jointing, encourage and require the government actions that may sit, better income distribution, quality of education, in all sectors and the legal education in drops from the 1st degree, continuing on the 2nd level, so that the children and young people learn that there is a present state and that the penalty exists and is applied in fact, in the shortest possible time, regardless of class social in which the individual is inserted.
